If they have there dial ups sorted properly then people dialing up and doing nothing
wouldn't bother them. (It doesn't use up bandwidth, well ok it uses negligible bandwidth)
The problem they face is too many people using bandwith (ie being active)
Don't let anyone convince you otherwise.
